In so doing, she hopes that the development created by the investment will incite Africans to stay in Africa, rather than to seek the Eldorado in Europe. <\/p>\n\n\n\n<p>Some 25 leaders from Africa and Europe attended this edition of the Summit. The Comorian President and <a href=\"https:\/\/gbc1.net\/index.php\/tag\/au\/\">#AU<\/a> Chair Azali Assoumani, the AU Commission Chair Faki Mahamat, <a href=\"https:\/\/gbc1.net\/index.php\/tag\/eu\/\">#EU<\/a> Council President Charles Michel and the EU Commission President Ursula von der Leyen were present.<\/p>\n\n\n\n<p>Meloni pledged an initial investment of EUR 5.5 billion in Africa across five key sectors, namely:<\/p>\n\n\n\n<ul>\n<li>Education and training<\/li>\n\n\n\n<li>Agriculture<\/li>\n\n\n\n<li>Health<\/li>\n\n\n\n<li>Water<\/li>\n\n\n\n<li>Energy<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"805245\" data-has-transparency=\"false\" style=\"--dominant-color: #805245;\" decoding=\"async\" loading=\"lazy\" width=\"600\" height=\"400\" src=\"https:\/\/gbc1.net\/wp-content\/uploads\/2024\/01\/IALS-03-jpg.webp\" alt=\"Italy-Africa Leaders Summit 2024\" class=\"not-transparent wp-image-10042\" srcset=\"https:\/\/gbc1.net\/wp-content\/uploads\/2024\/01\/IALS-03-jpg.webp 600w, https:\/\/gbc1.net\/wp-content\/uploads\/2024\/01\/IALS-03-300x200.webp 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><figcaption class=\"wp-element-caption\">Italy-Africa Leaders Summit 2024<\/figcaption><\/figure><\/div>\n\n\n<p>The plan was hatched by Enrico Mattei, who created the Italian <a href=\"https:\/\/gbc1.net\/index.php\/tag\/soe\/\">#SOE<\/a> Ente Nazionale Idrocarburi (<a href=\"http:\/\/www.eni.com\" target=\"_blank\" rel=\"noreferrer noopener\">ENI<\/a>), which operates mainly in the energy sector. Italy ambitions to become the energy hub for African natural gases, which Italy will then redistribute across the EU. Due to the Ukraine-Russia conflict, EU countries have been scrambling to diversify away from Russian gas as the EU imposed economic sanctions against Russia.<\/p>\n\n\n\n<p>Outlining the plan, PM Meloni mentioned a number of projects across Africa, including the setting up a Training Centre for Renewable Energy in Morocco, upgrading Primary Health Care for mothers and children in Cote d&#8217;Ivoire, generating Biofuels in Kenya and improving Water Distribution in the Republic of Congo, to name a few.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">\n<p>&#8220;Europe&#8217;s and Africa&#8217;s destinies are interconnected and I am determined to pursue cooperation &#8216;as equals&#8217;, far from any predatory temptation and the charitable approach that are ill-suited to the extraordinary potential for development of Africa.&#8221;<\/p>\n<cite>Italian PM Giorgia Meloni<\/cite><\/blockquote>\n\n\n\n<p>In a bid to bump up the level of investment, Meloni is working with state-lender Cassa Depositi e Prestiti (<a href=\"http:\/\/wwwcdp.it\" target=\"_blank\" rel=\"noreferrer noopener\">CDP<\/a>) on a new set of financial instruments to get private investors on board the <a href=\"https:\/\/gbc1.net\/index.php\/tag\/matteiplan\/\">#MatteiPlan<\/a>.<\/p>\n\n\n\n<p>As a quid pro quo, Italy will be more inclined to invest in countries which manage to control illegal migration to Europe. Illegal immigrants from Africa to Italy have increased from 105,000 in 2022 to 158,000 in 2023.
