On 13 July 2026, the Soci\u00e9t\u00e9 nationale d’\u00e9<\/em>lectricit\u00e9 du S\u00e9n\u00e9ga<\/em>l (Senelec) launched its listing of Sustainability Bonds on the Luxembourg Stock Exchange (LuxSE). CEO of Senelec Toby Gaye, and CEO of LuxSE Julie Becker, BOAD Deputy CEO Jean-Philippe Aithnard, Bourse R\u00e9gionale des Valeurs Mobilieres CEO Felix Amenounve, and GurantCo Investment Director Guillaume Carta took part in the traditional Ring the Bell ceremony on Friday 10 July 2026.<\/p>\n\n\n\n

BOAD acted as deal arranger, while GurantCo provided derisking guarantees that international investors tend to look for. The bonds are securitized by a pool of electricity receivables, made up unpaid public and corporate utility bills.<\/p>\n\n\n\n

Basically, the transaction involves the conversion of outstanding receivables of Senelec into tradable bonds issued under the Special Purpose Vehicle (SPV) FCTC Senelec 2025-2030. The total value is CFA 120 billion, with CFA 108 billion cross-listed on the LuxSE. The bond has a term of 5 years and matures in 2030. Payments are provided on a semi-annual basis, and the rate of return is based on the particular tranche bought. The Junior and Mezzanine Tranches have a coupon rate of 10%, while the Senior Tranche returns 8.15%.<\/p>\n\n\n\n

We are proud to support Senelec as it advances its sustainability objectives and contributes to expanding access to reliable, affordable and cleaner electricity in Senegal.”<\/p>\nLuxSE CEO Julie Becker<\/cite><\/blockquote>\n\n\n\n

In its communiqu\u00e9, LuxSE underlined that the transaction combines Sustainability-Linked Bonds (52.% ~ CFA 63B), and #GreenBonds<\/a> (47.5% ~ CFA 57B) features. Senelec reiterated that the funds are intended to support Senegal’s #EnergyTransition<\/a>. The three main objectives are to develop clean energy generation, expand electricity access, and improve grid efficiency. <\/p>\n\n\n\n

Senelec is Senegal’s national electricity utility company and supplies electricity to around 80% of the population. Senelec plans to increase the share of renewable energy in the energy mix to 40% by 2030. As part of the predefined #ESG<\/a> targets, Senelec commits to boosting the portion of renewables, while reducing grid losses. In case of non-performance, the interest rate on the bond rises accordingly.<\/p>\n\n\n\n

The proceeds from the Green Bonds will go toward implementing renewable energy projects and improving energy efficiency. The Sustainability-Linked Bond (#SLB<\/a>) component will go toward reducing transmission losses and expanding #ElectricityAccess<\/a>.<\/p>\n\n\n\n

Senelec’s SLB dual listing in LuxSE and BRVM is made possible after the signing of a cooperation MoU in 2022. According to the MoU, both exchanges will work together to promote sustainable finance in West Africa via dual listings and knowledge sharing.<\/p>\n\n\n\n
