The German Government officially blocked China’s Cosco from acquiring a majority stake in Hamburg-based logistics firm Konrad Zippel Spediteur (KZS). KSZ may not be a major player but is handles multimodal distribution between German seaports and inland industrial centers, including highly sensitive defense equipment and NATO deliveries.<\/p>\n\n\n\n

In February 2026, Germany’s antitrust authority, the Bundeskartellamt, cleared the transaction but noted that national security review falls outside is competition remit, leaving the final say to the Federal Cabinet. Then, German Minister of Economy Katherina Reiche issued a formal stop order on the 7th of October, 2026. She justified the prohibition as ‘the acquisition would have deepened dependencies and jeopardized the resilience of Germany’s and the EU’s supply chains.’<\/p>\n\n\n

Back in 2023, Cosco also made a bid to acquire a 35% stake in the Tollerort Container Terminal at the Hamburg Port. The Scholz Administration capped the Chinese ownership at 25%.<\/p>\n\n\n\n

In a similar story, China’s logistics company Speedaf, backed by giant ZTO Express, has also come under increased scrutiny. Speedaf has massive infrastructure in Switzerland and has plans to expand aggressively across the EU, but is facing heightened regulatory hurdles.<\/p>\n\n\n\n

These restrictions on China’s expansion occur in the context of protracted EU-China trade talks.
