Cameroon and AFD Ink Financing Worth €176B Mostly for Urban Resilience

On 21 January 2026, the French Development Agency (AFD) signed agreements with the Ministry of Economy of Cameroon to finance projects to the tune of FCFA 115 billion (€176B). The signing ceremony was attended by the AFD Cameroon Director General Virginie Dago, the French Ambassador Sylvain Riquier, the Minister of Economy Alamine Mey as well as other related ministries and departments. The projects are in the fields of economic inclusion, education, #FoodSecurity, local governance, and urban resilience.

The largest slice of the pie goes to support PLIDY, the Flood Control Program for Douala and Yaounde. The project will upgrade urban infrastructure and include drainage and protection works while taking into account social and environmental issues. The Government of Cameroon is providing a sovereign guarantee for the USD 150 million loan from AFD.

The Septentrionest Project supports Women Entrepreneurship in the northern and eastern regions of Cameroon. AFD is providing EUR 5 million as a grant to enhance #WomenEmpowerment and to enhance #GenderParity.

Signing Ceremony for AFD Financing for Cameroon

The 2nd phase of the SECAL Food Security Support Project is receiving EUR 5 million as a grant. The money will finance advisory services and capacity building. Its scope has been extended to the Fako division in south-western Cameroon.

The education sector is receiving budget support through an injection of EUR 11 million as part of the ABS Education program The Government plans to build more classrooms and improve teacher retention.

Finally, the fifth project involves REDECA, which is designed to foster the effectiveness of local government through decentralization and enhancing proximity with the public. It is primarily targeted at the cities of Bafoussam, Bertoua, and Garoua.

The AFD has been quite active in Cameroon. In addition to the above, the AFD is involved in the Regional Capitals Initiative, Public Finance Reform Support Program (PAGFI), amongst others.
