Ten-Point Action Plan for China-Africa Partnership 2025-2027
During the FOCAC Summit (FOCAC2024) which was held in Beijing in September 2024, China put forward the following Ten-Point Action Plan, abbreviated as the #TenActionPlan, to reinforce the China-Africa Partnership for the period 2025 to 2027.
Promote Civilizational Exchange
In order to promote civilizational exchange, China will set up 25 China-Africa Research Centers. In addition, China plans to invite 1,000 African political leaders to deepen exchange on #GoodGovernance.
Boost Bilateral Trade
China has removed all tariffs for 33 African countries which are part of the Least Developed Countries (#LDC). China commits to import more agricultural produce from Africa and will leverage #eCommerce ecosystems to promote bilateral trade.
Integrate and Upgrade Industrial Value Chain
China will spur the Digitalization Drive in Africa. In that regard, it will build 20 Digital Demonstration Centers around Africa to prepare for the Industry 4.0 and AI revolution. In addition, it will give special attention to innovative startups and SME.
Bolster Connectivity
China plans to construct 30 infrastructural projects across Africa to improve connectivity in line with its Belt and Road Initiative (3BRI) and Africa’s REC integration plan.
Strengthen Cooperation on ‘Small and Beautiful Projects’
Under the #GDI framework, China will implement 1000 small and beautiful projects to benefit local communities across Africa. China will support the Youth Olympics 2026 and Africa Football Cup 2027.
Foster Healthcare
China will dispatch 2,000 medical personnel to Africa and implement 20 healthcare projects, with special emphasis on the fight against malaria. At the same time, China is willing to partner with Africa in the pharmaceutical sector and to join hands to promote Traditional Chinese Medicine (#TCM) and African Traditional Medicine Systems.
Develop Agribusiness
China will set up a RMB one billion fund to address emergency #FoodSecurity issues in Africa. It will dispatch 500 agricultural experts and set up 100,000 mu of land for promoting agricultural modernization.
China will implement 500 projects for the public good, encourage investment and local processing in order to create at least one million jobs in Africa.
Promote Technical and Cultural Exchange
In order to promote #TVET, China will set up 10 #Luban Workshops in Africa. China will train 60,000 women and youngsters to empower them with a trade skill.
At the cultural level, China will promote the Cultural Silk Road and Radio-Television Partnership. 2026 has been designated as the Cultural and P2P Exchange Year for China-Africa.
Drive Green Development
China will implement 30 Clean Energy Projects in Africa.
Enhance Defense Cooperation
As part of the #GSI, China will provide RMB 210 billion of financing to enhance defense cooperation with African countries.
