Moscow SCO Meeting Pushes Implementation of Joint Development Strategy 2026-2035
From 17 to 18 November 2025, Moscow hosted the 24th Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO). The member states reviewed the Joint Development Strategy for the coming decade spanning 2026 to 2025 which was agreed upon at last SCO Summit in Tianjin.
The SCO countries called for the upholding of multilateralism and the multipolar world. They also agreed on the necessity to reform the UN. The SCO forum is also playing a key role in #RegionalIntegration. In fact, Chinese Premier Li Qiang pushed for the implementation of the Global Governance Initiative.

Initiated as a security forum, SCO has evolved into a cooperation into various fields. Thus, the SCO has spawned the Digital Economy Forum, the AI Cooperation Forum, and the Sci-Tech Innovation Cooperation Center.
Another key area of cooperation is the fight against transnational crime. In that regard, the SCO has set up four Information Security Centers, a Center for Combating Transnational Organized Crime, and a Narcotics Control Center.
The SCO states are committed to each implement 10 GW of renewable energy , including solar and wind, over the next five years. The SCO members also agreed to establish the SCO Development bank.
