Mahama Bags Financing for Seven Hospitals After Co-Chairing One Health Summit in France


Context of Visit

Ghanaian President John Mahama successfully concluded an official visit to France from 6 to 9 April 2026 with several deals in the bag. He was invited by French President Macron to co-chair the One Health Summit in Lyon from 6 to 7 April 2026. On 8 April 2026, he traveled to Paris to meet with President Macron at the Elysee. He also had a meeting with French Senate President Gerard Larcher.

Health Compact

Ghana became the first overseas beneficiary of France’s new National Health Platform which integrates modern technology to advance medicine. The Health Compact integrates AI tools to help with diagnostics and also allow for telemedicine applications.

Hospital and Road Financing

France agreed to finance several major infrastructure projects in Ghana. The flagship project is the Accra-Kumasi Expressway. In addition, France will fund the construction of seven new hospitals around Ghana and they will have access to the Health Compact.

Security Cooperation

Both sides issued a joint communique on regional security in West Africa to declare their partnership in the fight against cross-border terrorism.

Debt Restructuring

Macron lauded Mahama’s Reset Initiative as a model for economic and governance reforms. On the other hand, Mahama expressed gratitude for Macron’s support to restructure Ghana’s external debt.

Technology and AI Collab

The two sides will cooperate on #AI and other technologies with a particular emphasis on empowering the youth. France has developed its own AI large-language model called Mistral Chat, in direct competition to the US ChatGPT. France seeks to achieve as much AI autonomy as possible and stands ready to provide more options for African countries wishing to adopt AI.

Momentum of France-Africa Ties

Since France has lost its shine in Francophone Africa, especially the Sahel States, Macron has reoriented France’s strategy to include Anglophone Africa as well as others. Indeed, TotalEnergies has huge interests in the gas sector in Mozambique. To maintain the current momentum, Macron extended another invitation to President Mahama for a full state visit to France in early 2027.
