Senegal Adopts Innovative Financing to Build Aviation Hub

Based on a communique issued by the Prime Minister’s Office on 3 April 2025, the Government of Senegal will resort to innovative financing such as Public-Private Partnerships (#PPP), Sukuks (Sovereign bonds in accordance to Islamic banking practice) as well as multilateral institutions. The objective is to implement project without placing undue burden on public debt.

Among the development projects identified by the Senegal Vision 2050 National Development Plan (#NDP), the Aviation Hub stands out by its ambition and scale. The Hub includes the construction of 8 new regional airports, one freight terminal at Blaise Diagne International Airport and the creation of Air Senegal Express, to complement Air Senegal.

The implementation of the Aviation Hub will enhance connectivity and boost the economy of Senegal without greatly impacting the GDP-to-Debt ratio. So far, Senegal has already mobilized FCFZ 470 billion ($793 million).

According to the plan, Air Senegal Express will be a joint venture between the Government of Senegal and private investors. The Government will facilitate all the certifications and permits needed for the operation of Air Senegal Express and the logistical facilities at airports around the country.
