Mauritius and India Inked $680M of Cooperation Projects
On 11 September 2025, Mauritius and India signed a series of agreements worth a total of USD 680 million. The signature was witnessed by Mauritian PM Navinchandra Ramgoolam and Indian PM Narendra Modi. The signature ceremony took place in the holy town of Varanasi on the banks of River Ganga, which happens to be the constituency of Narendra Modi and took place during the state visit of the Ramgoolam to India. The two leaders then held a joint press conference.

In that context, India remains fully committed to strengthening the security of Mauritius’s Exclusive Economic Zone (EEZ), and enhancing its maritime capacity. India has always stood as the first responder and a net security provider in the Indian Ocean region.”

The state visit of the Mauritian PM to India follows the one by the Indian PM as Chief Guest for the Independence Day Celebration of Mauritius on 12 March 2025. At that time, both sides announced the upgrade of the Indian Ocean strategy from #SAGAR to #MAHASAGAR and also uplifted the bilateral ties to the level of an Enhanced Strategic Partnership (#ESP).

During this visit in India, a Special Economic Package (SEP) worth USD 680 million was signed. The SEP includes a combination of grants and lines of credits for a number of cooperation projects. In the health sector, India will provide a grant envelope totaling USD 215 million toward the new Sir Seewoosagur Ramgoolam National Hospital, an AYUSH Center of Excellence and a Veterinary Teaching Hospital.

On the investment side, Mauritius has slid into 3rd position, behind Singapore and the USA, with an FDI of USD 8.3 billion passing through the Mauritian jurisdiction into India during financial year 2024-2025. On the bilateral trade side, trade volume clocked at USD 776 million in 2024, a drop from the USD 808 million high in 2021.
On the infrastructure side, India will finance the M4 motorway, the Port Louis Ring Road, and the new Air Traffic Control tower at the Sir Seewoosagur International Airport, as well as the upgrade of the Container Terminal Equipment through a mix of grants and loans worth USD 440 million.
Finally, India will also provide a USD 25 million as budgetary support for the fiscal year 2025-2026. India will also finance the purchase of helicopters for the Mauritius Police Force.
In an interview prior to the visit, Indian ambassador in Mauritius, Anurag Srivastava, underlined that India and Mauritius are key partners in the #GlobalSouth with the bilateral ties being a beacon for South-South Cooperation. In addition, Mauritius holds a unique and strategic position within India’s foreign policies since Mauritius is at the confluence of Neighborhood First, MAHASAGAR, and Africa Forward. As an expression of the ‘special relationship’, India and Mauritius also signed several cooperation Memoranda of Understanding (MoU).
