WAEMU Unveils its Impact 2030 Strategic Plan Toward Vision 2040
On 27 February 2025 in Lome, the West Africa Economic and Monetary Union (WAEMU) officially unveiled two documents: Impact 2030: Strategic Plan 2025-2030 and Vision 2040. The presentation is the first of a roadshow across WAEMU to present the vision for the next five years and beyond.
During a two-day workshop, high government officials, captains of industry and representatives of Civil Society assembled to dissect the roadmap. The Strategic Plan has identified three key sectors, namely, agro-industry, light manufacturing and value-added services, as having the potential to alleviate acute issues associated with #JobCreation and #FoodSecurity.
“Impact 2030 defines the strategic orientations of WAEMU for the next five years, with 12 transformative initiatives which aim to strengthen competitivity, develop promising growth sectors, stimulate #FDI and foster Public-Private Partnerships (PPP).”
Akou Afidenyigba, PS at Ministry of Economy & Finance

At the same time, the Strategic Plan rests on five pillars:
- Development of Production Ecosystems
- Implementation of Supporting Infrastructure
- Empowerment of #HumanCapital
- Reinforcement of #RegionalIntegration
- Modernization of #InstitutionalGovernance
“The objective is to foster agile institutions, which will act as a locomotive for the deepening of the integration and structural transformation of the economies of WAEMU.”
Dr Paul Koffi, Commissioner for Mines, Energy & Digital Economy
