MSC Subsidiary AGL Signs MoU with Tanzania Ports Authority to Develop Bagamoyo Port
On 6 December 2025, Africa Global Logistics (AGL) signed an MoU with the Tanzania Ports Authority (TPA) to develop #Bagamoyo Port. AGL was formerly known as Bollore Africa Logistics before its acquisition and rebranding by the Mediterranean Shipping Company (MSC) in 2022. Based on the agreement, AGL will be responsible for the design, construction and operation of three berths at Bagamoyo.
The Bagamoyo Port Project has been in the air for more than a decade, and first came to light in 2013. At that time, the Government of Tanzania signed an agreement with China Merchants Port and Oman’s State General Reserve Fund. The project was estimated at a record USD 10 billion and was even elevated as a flagship one under China’s Belt and Road Initiative (#BRI). In 2019, the then in-office President Magufuli canceled the project because he reckoned that it was overpriced and a ‘debt trap’.

After President Hassan came into power in 2021, she initiated negotiations with MSC, more specifically with its subsidiaries Africa Global Logistics (AGL) and Terminal Investment Limited (TIL). Over the past few years, AGL has undertaken a vast expansion on the African continent with projects in Angola, Namibia, the Republic of Congo, the Ivory Coast, and Nigeria.
The original plan for the Bogaomyo Port Project included 28 berths with a throughput of 20 million TEU, and positioned the port as a gateway to East and Central Africa. The Project also included a Special Economic Zone (#SEZ). The project has now been rebranded as the Bagamoyo Eco Maritime City and is being promoted as such by the Tanzania Investment and Special Economic Zones Authority (TISEZA).
The Project features prominently in the election manifesto of the ruling party, Chama Cha Mapinduzi (CCM), and is expected to be integrated into the Tanzania National Development Plan (#NDP) for 2026/27 – 2030/31. If fully developed, Bagamoyo will surpass not only Dar es Salaam in Tanzania, but will also compete directly with Mombasa or Lamu in Kenya as the gateway into the region.
