EU and South Africa Unveil €12B Investment Package at Global Gateway Forum 2025
Introduction
During the 2nd Global Gateway Forum 2025 (#GGF2025) that kicked in Brussels on 9 October 2025, European Commission (EC) President Ursula von der Leyen and South African President Cyril Ramaphosa announced a EUR 12 billion investment package destined for South Africa under the Global Gateway Initiative (#GGI). This new package builds upon the EUR 4.7 billion announced at the European Union – South Africa Summit in March 2025.

Just Energy Transition (JET)
Under the Just Energy Transition (#JET), EU and South Africa will work not only to boost extraction but only to foster local value addition (#LVA) of #CriticalMinerals. At the same time, both sides will partner to promote the adoption of renewable energy, including solar and wind, while improving energy efficiency. Both sides will also work on Green Hydrogen (#GH2), including institutional support for policy and regulatory formulation.
Furthermore, capacity building will not be neglected. Some EUR 1.2 billion will be dedicated to reskilling and new job creation as South Africa transition from coal to new clean energy. Some of the finance will also go toward fostering climate-smart agriculture.
Green Connectivity and Logistics
In view of the importance of the North-South Corridor identified by SADC, which starts off from South Africa for its southern tip, the EU is ready to support such strategic #EconomicCorridors. In line with sustainable development goals (#SDG), emphasie will be laid on green transportation, eMobility and renewable-powered logistics.
In addition, the two sides will foster digital infrastructure and connectivity. In line with the greening of shpping worldwide, both sides will cooperate on developing Green Ammonia (#gNH3) as a clean maritime fuel.
Manufacturing and Access to Vaccine (MAV+)
Under the the Manufacturing and Access to Vaccines (MAV+) intiative, a sum of EUR 292 million has been earmarked to give a much needed boost to reinforce #HealthSovereignty by upgrading local vaccine manufacturing in South Africa. In support for the biotech sector, the EU will strengthen the regulatory ecosystem for life sciences to foster an innovative environment in order to reinforce South Africa as a pharma manufacturing hub.
Overall Goal
The financing is targeted mainly toward the Just Energy Transition (#JET), green logistics and connectivity, and pharmaceutical value chain. It aims to foster amore sustainable, more prosperous, and more inclusive South Africa.
