Vingroup to Open Subsidiary in DRC With An Eye on Urban Development and eMobility

On 6 December 2025, Vingroup announced that it is opening a wholly-owned subsidiary in Kinshaha, the capital of the Democratic Republic of Congo (DRC). The new entity will be named Vingroup DRC Holdings SARL. The opening of the office will necessitate an investment of USD 28 million and the office will initially focus on market research and investment projects identification.

The announcement follows the MoU signed between Vingroup and DRC in October 2025 to build a riverside real-estate development project covering 6,300 hectares. The project includes housing, villas, hospitals, schools, commercial centers, hotels, recreational facilities, and offices for government ministries and agencies. The Congolese Government has allocated the land free of charge to Vingroup to encourage Foreign Direct Investment (#FDI).

The MoU also aims to promote the conversion of more than 300,000 petrol vehicles to electric vehicles (#EV), including electric buses and related charging infrastructure. In a statement issued on 29 December 2025, Vingroup announced that it has a trilateral MoU with the Congolese Ministry of Transport and a Congolese compnay Exposure SARL to develop a modern, accessible, and sustainable uban transport system.

In the first phase, Vingroup will introduce into DRC up to 120,000 EV ncluding scooters, cars, and buses. An initial fleet of 500 electric buses will be placed on the road to decarbonize public transport. Eventually, Vingroup aims to develop a full-fledg #eMobility econsystem in DRC, with local assembly.

According to the Agreement, in addition to securing the local licenses and completeing the administrataive procedures, the local partner Exposure will also take on the responsibility of maintenance and reapr of the Electric Vehicles.

Vingroup is the largest listed company in Vietnam by market cap with a stock value of over USD 44 billion. Currently, Vingroup has offices in Singapore, Indonesia, Thailand, Kazahstan, the Netherlands, and the United States. Therefore, the DRC office represents its first in Africa.
